About this opportunity
The Securities and Exchange Commission (SEC) has issued a Special Notice announcing its intent to award a sole source purchase order to ICE Data Pricing & Reference Data, LLC for a global market pricing data subscription. This procurement will utilize FAR Part 13.501(a) procedures to award a fixed-price purchase order for comprehensive securities data covering global equities, fixed income, futures, options, exchange rates, and security master file information. The data subscription must include at least ten years of historical data through the current date, or the full period a security has been in the marketplace if shorter. The SEC has determined that while other sources can provide similar data, ICE Data Pricing & Reference Data, LLC is the only identified source capable of meeting all requirements including historical data depth and formatting specifications that allow seamless integration with SEC systems. The total estimated contract value falls below the FAR 13.5 dollar threshold for the Test Program for Certain Commercial Items.
The primary objective of this Special Notice is to inform the market of the SEC's intention to proceed with a sole source award while providing an opportunity for other interested parties to express their capabilities. The contract structure includes a base period of 12 months with four 12-month option periods, plus an additional six-month extension provision under FAR Clause 52.217-8, with an anticipated award date of June 15, 2020. Although this is not a competitive solicitation and no formal RFP will be issued, the SEC will consider responses from interested parties who can demonstrate their capability to meet the stated requirements by the August 22, 2025 response deadline. Contractors interested in participating must be able to provide the comprehensive global market data with the specified historical depth and formatting requirements that enable direct integration into SEC systems without significant additional setup. The notice emphasizes that interested parties should identify both their interest and capability to fulfill the complete requirement when submitting their responses.
