About this opportunity

The Securities and Exchange Commission has issued a special notice announcing its intent to award a single source purchase order to Lacuna Clientscope Limited, a London-based company, for licenses to an online database containing comprehensive banking and payments data. This is classified as a non-competitive procurement under NAICS code 519290 (Web Search Portals and All Other Information Services). The SEC has determined that Lacuna is the only source capable of meeting the agency's specific requirements in accordance with Federal Acquisition Regulation Part 13.106-1(b). The anticipated contract structure includes a one-year base period with four additional one-year option periods. The SEC plans to award this purchase order on or around September 1, 2025.

The primary purpose of this procurement is to provide the SEC with access to current and historical banking information, specifically U.S. correspondent banks' records of funds transfers, wire activity, and SWIFT messages covering the most recent three years, which the agency requires for investigating securities law violations. Interested parties who believe they can meet these requirements have until June 30, 2025, to submit capability statements demonstrating their interest and ability to fulfill the contract requirements. All responses must be submitted via email to the designated Contracting Officer and Contract Specialist, as telephone responses will not be accepted. The notice explicitly states that this is not a competitive solicitation and no competitive request for proposals will be issued, though the government retains discretion to consider alternative sources based on responses received. Companies wishing to express interest must clearly identify their capabilities to provide comprehensive banking data access services that meet the SEC's investigative needs.
