About this opportunity
The Securities and Exchange Commission has published a special notice announcing its intent to award a single source purchase order to Airlines Reporting Corporation (ARC) for a subscription to their Travel Intelligence Program (TIP). The SEC is located at 3000 Wilson Blvd, Suite 300, Arlington, VA, and operates under NAICS Code 519190. The contracting officer has determined that ARC is the only source capable of reasonably meeting the SEC's requirements under FAR Part 13.106-1(b). The contract will be structured as a fixed-price purchase order with an anticipated award date of August 1, 2025. This is not a competitive solicitation, and no competitive request for proposals will be issued.
The purpose of this notice is to inform potential contractors of the SEC's intention to proceed with a sole source award while providing an opportunity for other interested parties to express their capabilities. The contract period is expected to span one year with four additional one-year option periods, and the total estimated value falls below the simplified acquisition threshold. Interested contractors must submit capability statements by June 30, 2025, to Takela Morris at morrist@sec.gov or Flanice Lewis at lewisf@sec.gov, with telephone responses explicitly prohibited. While the government will consider responses from interested parties who can demonstrate their capability to meet the requirement, the final determination whether to compete the procurement remains at the government's sole discretion. Contractors must be able to provide services equivalent to ARC's Travel Intelligence Program to be considered viable alternatives to the proposed single source award.
