About this opportunity

The Securities and Exchange Commission has published a Special Notice announcing its intent to award a single source purchase order to West Publishing Corporation for print legal publications. The SEC plans to procure federal and state legal information, statutes, administrative rules and regulations, handbooks, reporters, treatises, and loose-leaf update services through this arrangement. The Contracting Officer has determined that West Publishing Corporation is the only viable source for these materials because the required publications are under copyright protection and unavailable from other suppliers. This determination aligns with Federal Acquisition Regulation Part 13.106-1(b) requirements for single source acquisitions. The agency intends to award the purchase order on or around August 25, 2025.

The Special Notice serves as advance notification of the SEC's procurement decision rather than a competitive solicitation, as the agency will not issue a request for proposals due to the sole source nature of the requirement. The total contract value will remain below the Simplified Acquisition Threshold, with a 12-month performance period established for the purchase order. While this is not a competitive opportunity, the SEC will consider responses from interested parties who can demonstrate their capability to meet the requirement, with submissions due by August 13, 2025. Contractors must identify their interest and capability to provide the specified legal publications within the five-day response window. The notice emphasizes that no competitive solicitation will follow this announcement, making the response deadline the only opportunity for potential vendors to present alternative solutions.
