About this opportunity
The Securities and Exchange Commission (SEC) has published a Special Notice announcing its intent to award a single source purchase order to SiteImprove Inc., located in Minneapolis, Minnesota. The SEC requires a subscription to a hosted service that will conduct quality assurance scans of the SEC.gov website and prepare reports of issues discovered during these scans. The agency has determined that SiteImprove Inc. is the only source that can reasonably meet the SEC's requirements under Federal Acquisition Regulation Part 13.106-1(b). The purchase order is expected to be awarded on or around August 1, 2025, with a total value below the Simplified Acquisition Threshold. The contract structure includes one base year with three one-year option periods.
The primary purpose of this Special Notice is to inform the contracting community of the SEC's intention to proceed with a non-competitive award while providing an opportunity for other vendors to demonstrate their capabilities. Although this is not a request for competitive proposals, interested parties who believe they can meet the requirement must submit clear and convincing documentation of their capabilities by July 7, 2025. The notice emphasizes that any determination by the government not to compete this requirement based on vendor responses remains solely within the government's discretion. Contractors seeking to challenge this single source approach must provide compelling evidence that they possess the necessary technical capabilities to perform website quality assurance scanning and reporting services for the SEC's official website. The notice serves as both a transparency measure and a final opportunity for qualified vendors to present alternative solutions before the award is finalized.
