About this opportunity

The U.S. Securities and Exchange Commission (SEC) has issued a Special Notice announcing its intent to award a single source purchase order to OTC Link LLC for real-time and historical trading data from the over-the-counter (OTC) market. The Contracting Officer has determined that OTC Link LLC is the sole source capable of meeting the SEC's specific requirements in accordance with Federal Acquisition Regulation (FAR) Part 13.106-1(b). This determination is based on OTC Link LLC's unique ability to provide comprehensive web access to market information, including real-time and historical data, market statistics, news, and directory information. The special notice was posted on June 2, 2025, with a response deadline of June 9, 2025. The procurement will be conducted as a non-competitive acquisition.

The primary objective of this special notice is to procure specialized OTC market data through a fixed-price purchase order with a planned award date of July 1, 2025. The contract will have a base year with up to two additional option years, and the total award value will remain below the Simplified Acquisition Threshold. While this is not a competitive solicitation, the SEC will consider interested parties who can demonstrate their capability to meet the requirement and submit a response by the June 9, 2025 deadline. Potential contractors should note that OTC Link LLC is currently the only identified source that can provide the comprehensive market data the SEC requires. The agency is open to receiving expressions of interest from other potential providers, though the current intent is to award the purchase order to OTC Link LLC as the sole source that can reasonably fulfill the SEC's specific data requirements.
