About this opportunity
The Securities and Exchange Commission (SEC) has published a Special Notice announcing its intent to award a single source purchase order to Factiva, Inc. for content application programming interface services. The SEC requires access to Factiva's Content Application Programming Interface to search and retrieve news and related information from Factiva's content database. The contracting officer has determined that Factiva, Inc. is the only source that can reasonably meet the SEC's requirements under Federal Acquisition Regulation Part 13.106-1(b). The agency plans to award the purchase order on or about August 28, 2025, with a contract value below the Simplified Acquisition Threshold. The performance period is structured as one base year with four optional one-year extensions.
The primary purpose of this Special Notice is to inform the contracting community of the SEC's intention to proceed with a non-competitive award while providing an opportunity for other vendors to demonstrate their capabilities. Interested parties who believe they can meet the requirement must submit clear and convincing documentation of their capabilities by July 7, 2025, to be considered. This notice explicitly states that it is not a request for competitive proposals, emphasizing the single source nature of the intended procurement. Any contractor wishing to challenge this single source determination must provide compelling evidence that they possess equivalent capabilities to deliver the specialized content API services required by the SEC. The government retains full discretion in determining whether to proceed with the single source award based on any responses received, and the final decision on competition remains solely with the contracting agency.
