About this opportunity
The U.S. Securities and Exchange Commission (SEC) has published a Special Notice announcing its intent to award a fixed-price purchase order on a single source basis to Elsevier B.V. for electronic subscription to selected Elsevier journals, including access to current issues and historical back-files. The contracting officer has determined that Elsevier B.V. is the sole source capable of meeting the SEC's requirements, as the publications are under copyright and only the publisher provides searchable access to the most recent journal issues with their back-files.
The purpose of this notice is to inform interested parties of the SEC's intent to award the purchase order to Elsevier B.V. on or about November 20, 2024. The period of performance is anticipated to be one base period of 12 months and four option periods of 12 months each, with a total value below the Simplified Acquisition Threshold. While this is not a competitive request for proposals, the SEC will consider interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of November 6, 2024.
