About this opportunity
The Securities and Exchange Commission (SEC) has issued a Special Notice announcing its intent to award a single source purchase order to NovaWorks for GoXBRL licenses and support services. This is a Total Small Business set-aside opportunity posted on July 23, 2025, with a response deadline of August 4, 2025. The SEC's contracting officer has determined that NovaWorks is the only source capable of reasonably meeting the agency's requirements under FAR Part 13.106-1(b). The software involves a commercial off-the-shelf product with minimal competition in the marketplace. The anticipated award date is on or about August 20, 2025, and the contract value will remain below the Simplified Acquisition Threshold.
The purpose of this acquisition is to provide the SEC with a desktop tool that enables end users without extensive technical XBRL expertise to create sample SEC filings in XBRL format and support internal development and testing of various SEC systems. The contract structure includes a one-year base period followed by nine one-year option periods, potentially extending the engagement for up to ten years total. While this notice is not a competitive request for proposals and no competitive solicitation will be issued, the government will consider responses from interested parties who can demonstrate their capability to meet the requirement by the August 4, 2025 deadline. Contractors interested in this opportunity must identify their interest and capability or submit proposals by the specified response date. The opportunity falls under the Software Publishers NAICS category and relates to business application software with perpetual licensing.
