About this opportunity
The Commodity Futures Trading Commission intends to award a sole-source purchase order to LexisNexis for StateNet, with interested parties able to submit capabilities statements by July 8, 2026 at 10:00 AM Eastern Time, though this notice is not a competitive solicitation and no competitive request for proposals will be issued.
The CFTC is procuring StateNet under Revolutionary FAR Overhaul Part 12 for simplified acquisition threshold purchases. The requirement spans a base year and four one-year option years. The agency requires a tool to track state legislation concerning prediction markets with real-time alerts and forecasting capabilities. StateNet provides comprehensive coverage of legislation, regulations, and policy activity across all 50 states, Congress, and key U.S. territories, including access to bills, rules, statutes, executive orders, legislative hearings, regulatory notices, and rulemaking activity. The CFTC states it is unaware of alternative solutions meeting its requirements.
Interested parties may submit capabilities statements via email to the Contracting Officer by the July 8 deadline. Responses will be considered solely for market research purposes. The Government retains sole discretion to determine whether to compete this acquisition based on responses received and will not be responsible for costs of preparation.
