About this opportunity

The Department of the Air Force has published a Special Notice announcing the award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Johns Hopkins University Applied Physics Laboratory (JHU/APL) for University Affiliated Research Center (UARC) services. This is a notification of award per Federal Acquisition Regulation requirements, informing the public that the contract was awarded on July 2, 2025. The contract falls under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences, and PSC code AR12 for Space R&D Services and Applied Research. The Air Force issued this sole-source award to support Space Rapid Capabilities Office (SpRCO) requirements. This notification serves as the required public disclosure of the contract award following federal procurement transparency regulations.

The IDIQ contract encompasses analysis, research and development, and system engineering activities utilizing eight formally defined UARC core competencies including strategic systems test and evaluation, submarine security and survivability, space science and engineering, combat systems and guided missiles, theater air defense and power projection, information technology, simulation and modeling, and mission-related research, development, test, and evaluation. The contract includes a five-year ordering period consisting of a two-year base period plus a three-year option period. JHU/APL was selected as the sole eligible contractor under FAR 6.302-1 sole-source authority because it is the only UARC possessing the necessary core competencies required for SpRCO operations. Since this is an award notification rather than a solicitation, no contractor participation opportunities or deadlines apply. The contract structure allows the Air Force to issue task orders as needed throughout the performance period to address emerging SpRCO requirements.

Notice text

This is a notification of award per FAR Subpart 5.3 - Synopses of Contract Award.

University Affiliated Research Center (UARC) Indefinite Delivery Indefinite Quantity (IDIQ) awarded 02 July 2025 for analysis, research and development, and system engineering utilizing the eight formally defined UARC core competencies: strategic systems test and evaluation, submarine security and survivability, space science and engineering, combat systems and guided missiles, theater air defense and power projection, information technology (C4ISR/IO), simulation, modeling and operations analysis, and mission-related and public-service oriented research, development, test, and evaluation (RDT&E).  This IDIQ includes a five-year ordering period (2-year base plus 3-year option).

Due to the nature of the sources for this IDIQ, only one UARC will be eligible to fulfill the requirements of this procurement utilizing their core competencies. This will be a FAR 6.302-1 sole-source IDIQ to JHU/APL due to being the only UARC that has the necessary core competencies necessary for SpRCO.
