About this opportunity

The 82d Contracting Squadron intends to award a sole-source contract to Monaco Enterprises, Inc. for a technology refresh to Windows 11 for the existing Monaco Fire Alarm Reporting System at Sheppard Air Force Base, with capability statements due August 31, 2026 at 5:00 PM Central Time.

The sole-source justification rests on MEI's exclusive ownership of proprietary software and exclusive authorization for system alterations. Market research conducted August 19–24, 2026 confirmed MEI as the sole potential source; only MEI technicians possess factory training, specialized tools, and programming capability required for proper installation without voiding manufacturer warranties or compromising system integrity. Compatibility with the existing Monaco D-21 system has not been verified for alternative suppliers' equipment.

The requirement is for commercial products and non-personal services to provide all personnel, labor, tools, materials, and equipment necessary to complete the upgrade. Work is performed at Sheppard Air Force Base, Sheppard AFB, Texas 76311. The estimated acquisition value exceeds the Simplified Acquisition Threshold and will be conducted using simplified acquisition procedures under Federal Acquisition Regulation Part 12 for Commercial Products and Commercial Services. The procurement authority is 10 U.S.C. 3204(a)(1) and DFARS 206.302-1(1)(i). Award is anticipated as a firm-fixed-price contract.

This is not a competitive solicitation; however, interested parties may submit a capability statement, price list, and supporting documentation via email to Contract Specialist Cole Jones (cole.jones.6@us.af.mil) or Contracting Officer Lauren Scheidegger (lauren.scheidegger@us.af.mil) to be considered if the requirement is reopened to competition.
