The Federal Aviation Administration (FAA) within the Department of Transportation has issued a Special Notice announcing its intent to award a single source, five-year firm fixed price contract for Challenger 605 aircraft technical maintenance training. This solicitation pertains to flight training services and was posted on November 18, 2025, with a response deadline of November 25, 2025. The FAA seeks to maintain continued airworthiness, safety, and regulatory compliance across its fleet of Bombardier Challenger aircraft through specialized maintenance training services. The contract has been classified under NAICS code 611512 (Flight Training) and PSC code U009 (Education/Training—General). No set-asides have been designated for this opportunity.
The FAA's primary objective is to contract with a vendor authorized by the Original Equipment Manufacturer as a 14 Code of Federal Regulations Part 142 Training Center to ensure quality oversight and regulatory compliance. The selected contractor must provide comprehensive maintenance training covering all personnel, materials, instruction, and equipment necessary to support the FAA's flight operations and maintenance program. Training curriculum must align with current technical manuals, service bulletins, and regulatory requirements specific to the Challenger 600 series aircraft and the Flight Program Operations FAA-approved 14 CFR Part 135 maintenance program. Eligibility is restricted to vendors holding valid 14 CFR Part 142 Training Center certification from the OEM, effectively making this a single source procurement. Interested parties or those with questions should contact Contracting Officer William Boyer at william.e.boyer@faa.gov or Contract Specialist Tammy Claiborne at Tammy.R.Claiborne@faa.gov.
