About this opportunity
The General Services Administration (GSA) Public Buildings Service Region 3 is seeking to lease 2,633 square feet of office space for judges' chambers in Salem, Virginia. The pre-solicitation notice specifies a precisely delineated area within Salem, bounded by a detailed route beginning and ending at the intersection of Academy Street and West Clay Street. The lease must include one surface parking space and meet government requirements for fire safety, accessibility, seismic, and sustainability standards, with a fully serviced lease arrangement required. The offered space cannot be located in a 1-percent-annual chance floodplain, and entities must comply with telecommunications prohibitions under Section 889 of the FY19 National Defense Authorization Act. The government is considering alternative space options if economically advantageous compared to their current lease arrangement, which is expiring. The due date for this pre-solicitation notice is July 7, 2025, just five days after the July 2, 2025 posting date.
This opportunity does not utilize any set-aside designations and is open to full and open competition. The government currently occupies office space in Salem under an expiring lease, though the current contractor or landlord is not identified in the notice. No specific award values or budget ranges are disclosed in this pre-solicitation phase. The lease term is structured as a firm 5-year commitment with no option periods, and the space requirement is fixed at exactly 2,633 square feet under the ABOA (American Building Owners and Managers Association) measurement standard. The government's decision-making process will factor in potential relocation costs including physical moving expenses, tenant improvements, telecommunications infrastructure replication, and agency downtime. The opportunity falls under NAICS code 531120 for lessors of nonresidential buildings and PSC code X1AA for lease/rental of office buildings.
