About this opportunity
The Department of Commerce (DoC) issued a notice on May 28, 2026 to contractors that seven bureaus and offices will transition to the Invoice Processing Platform (IPP) beginning October 2026, with a compliance deadline of November 1, 2026. The affected organizations are the Bureau of Economic Analysis, International Trade Administration, Minority Business Development Agency, National Telecommunications and Information Administration, National Technical Information Service, Office of Inspector General, and Office of the Secretary.
Prior to the October 2026 transition, the Invoice Processing Platform-Alternate I clause (Dec 2022) applies to existing contract actions; after transition, the standard Invoice Processing Platform clause (Dec 2022) applies. IPP is a Treasury Bureau of the Fiscal Service system provided at no cost, enabling vendors to receive electronic purchase orders and submit electronic invoices through file exchange or direct PO data pull, with online access to invoice status and payment information.
Contractors should review vendor resources at https://www.ipp.gov/knowledge-center/vendors/getting-started. The Government Business Point of Contact listed in SAM will receive IPP enrollment instructions within three to five business days of contract award addition to the system, anticipated for October 2026. Contractor assistance is available through the IPP Production Helpdesk at IPPCustomerSupport@fiscal.treasury.gov or (866) 973-3131. Contractors unable to comply may submit a written waiver request to the contracting officer.
