About this file
This document is a Department of Commerce instruction for electronic submission of payment requests on existing contract actions, detailing two operational phases aligned with transition to the Invoice Processing Platform (IPP).
Prior to IPP transition, the Invoicing Processing Platform-Alternate I clause (Dec 2022) requires contractors to submit payment requests electronically through the U.S. Department of the Treasury's IPP system upon written notice from the contracting officer. Payment requests include any request for contract financing or invoice payment and must comply with applicable payment request instructions, Prompt Payment clauses, or FAR clause 52.212-4 for commercial item contracts. Contractors must register through the IPP website (https://www.ipp.gov), with enrollment instructions sent to the Government Business Point of Contact listed in SAM within three to five business days of contract award addition to IPP. The Contractor Government Business Point of Contact receives enrollment guidance, and contractor assistance is available through the IPP Production Helpdesk at IPPCustomerSupport@fiscal.treasury.gov or (866) 973-3131. Required documents must be submitted as attachments to the IPP invoice as specified in the contract. Contractors unable to comply may submit a written waiver request to the contracting officer with their proposal or quotation.
Following IPP transition, the Invoicing Processing Platform clause (Dec 2022) mandates electronic payment request submission through IPP with substantially identical requirements. The primary difference is that enrollment instructions are issued within three to five business days of the contract award date rather than addition to IPP. All other provisions regarding proper invoice requirements, contractor registration, helpdesk support contact information, and waiver request procedures remain consistent between the two operational phases.
