About this opportunity
NAVSUP Fleet Logistics Center Norfolk announced a sole-source intent on July 14, 2026, to award a Firm Fixed Price contract to Fairlead Boatworks, Inc. for marine vessel towing and storage services, with a challenge deadline of July 15, 2026.
The Navy intends to procure towing and docking services for three Landing Craft Utility vessels (LCU 1643, 1644, and 1664) operated by Assault Craft Unit TWO during the 2026 hurricane season through November 30, 2026, at an estimated cost of $285,363.31. The LCUs measure 135 feet by 30 feet and weigh approximately 200 tons empty, requiring specialized lifting equipment including certified marine travel lifts or drydocks. Fairlead Boatworks, Inc. (CAGE 05XE4) is designated as sole source because it is the only local shipyard with certified travel lifts and sufficient laydown area to accommodate four LCUs simultaneously on short notice. A survey of competing local facilities confirmed limited capacity at this tonnage and quantity; other yards with equivalent equipment declined to reserve capacity without substantial additional tasking commitments.
Challenges to this sole-source determination must be submitted in writing to joseph.l.frech.civ@us.navy.mil and must include information demonstrating that an equivalent service exists meeting the Government's stated needs. The Government reserves the right not to compete the requirement based on challenge responses received.
