About this file
This is a Justification for Sole Source procurement document for a service contract under simplified procedures. The Assault Craft Unit TWO (ACU-2) requires towing and docking services for the 2026 Hurricane Season for three Landing Craft Utility (LCU) vessels numbered 1643, 1644, and 1664. The contract is restricted to Fairlead Boatworks, Inc. (CAGE Code 05XE4), with a period of performance from contract award through November 30, 2026, and an estimated total cost of $285,363.31.
The justification for sole source selection is based on the unique technical requirements and limited local capacity. The LCUs are 135 feet long, 30 feet wide, and weigh approximately 200 tons empty, requiring specialized lifting equipment such as a drydock, 250-ton marine travel lift, or marine railway. Fairlead Boatworks is the only local shipyard with certified travel lifts and sufficient laydown area to accommodate four LCUs simultaneously on short notice. The contractor must reserve capacity for the duration of the hurricane season, potentially requiring them to decline other work. A survey of local shipyards confirmed limited capacity and capability at this tonnage and quantity, with other yards possessing marine railways or drydocks unwilling to obligate their capacity without substantial additional tasking. The contracting officer certified the sole source justification on July 13, 2026, for NAVSUP Fleet Logistics Center, Norfolk Contracting Department, Fleet Directorate.

In conclusion, the requested supplies or services represent the minimum requirements of the government.
Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
LCUs are 135' long, 30' wide and weigh approximately 200 Ltons empty. This requires a drydock, 250T marine travel lift or marine railway to lift them. The contract will also require the contractor to set aside sufficient capacity for the duration of the hurricane season, which may require turning down other tasking.
FAIRLEAD has travel lifts and sufficient laydown area to accommodate (4) LCUs simultaneously on a short notice. No other local shipyard has a Travel Lift with sufficient lift capacity. All the yards with marine railways or drydocks will not obligate their capacity without a substantial return in tasking.
A patent, copyright or proprietary data limits competition.
