About this opportunity

The Department of Labor's Office of Assistant Secretary for Administration and Management has issued a sole source intent notice for Empower Software procurement under reference number 1605-CIO-25-NAT-0765. The agency intends to award a contract to Waters Technologies Corporation for software and deployment services to support the Occupational Safety and Health Administration's Salt Lake Technical Center in Utah. This procurement falls under NAICS code 541519 (Other Computer Related Services) with a $34 million size standard and will be executed as a firm fixed-price purchase order. The contract involves supplying Empower 3.8 software and deployment services to the DOL's Amazon Web Services cloud hosting environment. The period of performance is scheduled to commence on or about August 31, 2025.

The primary objective is to procure critical chromatography analysis software that supports OSHA's mission of identifying hazardous workplace compounds using various instrument types including gas, liquid, and ion chromatography. Interested parties have until Thursday, August 28, 2025, to respond with capabilities statements demonstrating that competition would be advantageous to the government and would not be cost or time prohibitive. Waters Technologies Corporation has been identified as the sole manufacturer, supplier, distributor, and service provider for the Waters Empower WGS FR5 SLC upgrade, which justifies the sole source approach under FAR 13.106-1(b)(1)(i). The contract spans five years from August 31, 2025, to August 30, 2031, consolidating previously separate licensing packages into a single annual procurement that includes 12 named user licenses and a Work Group system with 5 user licenses. The software must be compatible with Windows Server 2016, LabWare LIMS, Windows 10 Enterprise, and remote access technologies for deployment in DOL's AWS test and production environments.
