About this opportunity
The Naval Supply Systems Command Fleet Logistics Center San Diego has awarded a sole-source contract to CACI for technical and analytical support services for the Aviation Cost Evaluation System (ACES), valued at $1,565,107, on 30 September 2026.
The justification cites 10 U.S.C. 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. CACI is the incumbent vendor whose personnel possess uniquely deep institutional and technical knowledge of the system's approximately 600,000 lines of application code and 323,000 lines of Oracle database code. Market research identified eight capable vendors from the small business industrial base; however, transitioning to a new contractor during the complex and high-risk Government Cloud (GOVCLOUD) migration, .mil domain migration, and post-Navy ERP stabilization period would result in unacceptable delays and substantial duplication of costs. ACES is the authoritative system used by Commander, Naval Air Forces for calculating and defending the Flying Hour Program budget and producing the Official Flying Hour Cost Report.
The contract period consists of a 6-month base period and one 2-month option period. Services include continued support for ACES, Execution Manager (XMAN), Aviation Store Keeper Information Tracking (ASKIT) System, Comptroller Summary (CSUM), migration of legacy ACES to GOVCLOUD, Authority to Operate maintenance, and migration of ASKIT Home and ACE Reporter to an approved .mil domain. Funding is Operations and Maintenance Navy FY27. Upon successful completion of these migrations, the follow-on 5-year sustainment contract will be competed among the capable vendors identified in the 2026 market research.
