About this opportunity

The Department of the Air Force, through the Space Rapid Capabilities Office (SpRCO), has published a notice of intent to award a sole-source purchase order to HVF Precious Metals for the disposal of sensitive Information Technology equipment. This special notice, posted on March 20, 2026, is not a competitive solicitation but rather an announcement of the government's intention to contract with a single source. The acquisition will be conducted under the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 and is justified under FAR 6.302-1, which permits sole-source contracting when only one responsible source can satisfy agency requirements. The contract will be issued as a firm-fixed-price purchase order. This notice is published for informational purposes only and does not constitute a request for competitive proposals.

The primary objective of this acquisition is to ensure the secure and witnessed destruction of sensitive IT equipment at a facility approved by the Air Force Office of Special Investigations, with HVF Precious Metals selected based on its proximity to Kirtland Air Force Base in New Mexico, which is critical for government personnel to escort and monitor the entire destruction process. Interested sources who believe they meet the requirements may submit a capability statement by the April 6, 2026 deadline, which must provide clear and convincing evidence of AFOSI facility approval and ability to satisfy all government requirements. Eligible contractors must possess current Air Force Office of Special Investigations facility approval and demonstrate the capability to accommodate government oversight of the complete destruction process. No solicitation document will be posted, no competitive proposals will be accepted, and the government will not reimburse interested sources for any information submitted. Contractors should clearly mark any proprietary information included in their capability statements.

Notice text

THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The Space Rapid Capabilities Office (SpRCO) intends to issue a firm-fixed-price, sole-source purchase order to HVF Precious Metals (CAGE Code: 49057).

This acquisition will be conducted in accordance with the procedures established by the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. The basis for this sole-source determination aligns with the rationale of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

The Department of the Air Force requires the disposal of sensitive Information Technology (IT) equipment through facilities approved by the Air Force Office of Special Investigations (AFOSI). Market research has concluded that HVF Precious Metals is the only responsible source capable of meeting the government’s requirements, as they operate the nearest AFOSI-approved facility to Kirtland Air Force Base, NM. This proximity is critical for enabling government personnel to escort and witness the entire destruction process, a mandatory security requirement.

This notice of intent is published for informational purposes only. It is NOT a request for competitive proposals, and no solicitation document will be posted for this requirement. No contract award will be made on the basis of quotes or proposals received in response to this notice.

Interested sources who believe they can meet the full requirements may submit a capability statement to the Points of Contact listed above. The capability statement must provide clear and convincing evidence that the source possesses the requisite AFOSI facility approval and can meet all other government requirements. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No request for capability briefings will be honored.

A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 8:00 AM MDT, 06 April 2026.
