About this opportunity

The U.S. Secret Service (USSS) has issued a Special Notice inviting current holders of the Department of Energy's (DOE) Fourth Generation Energy Savings Performance Contract (ESPC) indefinite-delivery, indefinite-quantity (IDIQ) contract to submit expressions of interest for a potential ESPC task order at the James J. Rowley Training Center in Laurel, Maryland. The USSS is interested in pursuing an ESPC project at this facility to reduce energy use, greenhouse gas emissions, and water usage, as well as increase renewable energy and resiliency.

The purpose of this Special Notice is to identify and select an ESCO from the existing DOE Fourth Generation ESPC IDIQ contract holders to serve as the prime contractor for this potential project. Key deadlines include a response due date of October 14, 2024, and the USSS may use a two-step down-selection process to identify the most qualified ESCO. Eligibility is limited to the 20 current holders of the DOE Fourth Generation ESPC IDIQ contract. The project scope includes the 410,110 gross square feet of facilities on the 493-acre Rowley Training Center campus, and the USSS is interested in implementing various energy and water conservation measures, as well as exploring a microgrid and other renewable energy initiatives.
