About this opportunity
The U.S. Government Accountability Office (GAO) has issued a Special Notice regarding a potential Energy Savings Performance Contract (ESPC) task order. The notice invites current holders of the Department of Energy's (DOE) Fourth Generation ESPC indefinite-delivery, indefinite-quantity (IDIQ) contract to submit written expressions of interest to be considered for the contractor selection process.
The purpose of this Special Notice is to gauge interest from qualified ESCOs for an ESPC project at the GAO headquarters building and up to 11 additional leased GAO facilities. The scope of the potential task order would include energy efficiency upgrades and performance contracting services to reduce energy, carbon, and water usage. Interested contractors must submit their expressions of interest by March 7, 2024, and will be evaluated based on technical competencies, management approach, and past performance. GAO may conduct interviews and discussions with down-selected ESCOs before making a final award to one of the 20 DOE Fourth Generation ESPC IDIQ contract holders.
