The contract is specifically for the Questioned Documents Unit and will replace an existing VSC6000 Instrument purchased in 2009, with a trade-in discount included. The procurement is being conducted under the North American Classification System Code 334516 for Analytical Laboratory Instrument Manufacturing. The statutory authority for this non-competitive procurement is Title 41 U.S.C. 3304(a)(1), which allows for sole-source procurement when only one responsible source can satisfy agency requirements. The notice emphasizes that while this is a sole-source intention, other vendors may still submit capability statements for consideration.
Contractors interested in this opportunity must submit capability statements, proposals, or quotations by 9:00 AM EST on February 14, 2025. All potential vendors must be registered in the System for Award Management (SAM) and ensure their registration information is current and accurate, including tax identification number, electronic funds transfer details, DUNS number, and contact information. The FBI retains sole discretion in determining whether to proceed with a competitive procurement based on submitted responses. No reimbursement will be provided for preparing capability information, and the government maintains the right to change the procurement details. Key technical requirements for the instrument include specific camera capabilities, magnification specifications, lighting options, and compatibility with document databases. The procurement includes the VSC9000 PRO system, monitor, spectrometer, software, external camera, installation, training, and a 24-month warranty.
