The notice indicates the government's intent to solicit and negotiate exclusively with ABB Inc., a large business, under Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) for a single-source procurement. The contract will be a firm-fixed price, five-year Indefinite-Delivery Contract (IDC) focused on upgrading electronic control components for eighteen ABB MEGADRIVE-LCI drives at the facility's C-Plant. The procurement falls under NAICS code 335311 for Power, Distribution, and Specialty Transformer Manufacturing, with a Product Service Code of 6110 for Electrical Control Equipment. Delivery is expected to be Free on Board (FOB) Destination within 12 months after order receipt.

Interested contractors are invited to submit written statements of capabilities demonstrating their ability to meet the entire requirement if they believe they can compete for the contract. The government will make a sole discretionary determination on whether to compete the proposed requirement based on received responses. All interested parties must express their capabilities in writing via email to the Contracting Officer (brogan.fullmer@us.af.mil) and Contract Specialist (virginia.jones.6@us.af.mil) prior to the notice closing date of February 26, 2025. No faxed documents will be accepted, and if no responsive statements are received, the award will be made to ABB Inc. The upgrade project requires maintaining or exceeding existing system capabilities, including 30 MW starting power, continuous operation at 20 MW, and motor start capabilities across a wide RPM range. Comprehensive documentation, factory acceptance testing, on-site training, and quality control plans are among the key deliverables expected from the selected contractor.
