About this opportunity
The Federal Bureau of Investigation has issued a Notice of Intent to award a sole-source, firm-fixed-price contract to OZM USA, Inc. for the acquisition of one VeloreX Photonic Doppler Velocimeter (PDV) system. This special notice, posted on February 24, 2026, represents a non-competitive procurement justified under FAR 6.302-1, which permits sole-source awards when only one responsible source can satisfy agency requirements. The procurement is classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and PSC code 6640 (Laboratory Equipment and Supplies). The notice will be distributed exclusively through the General Services Administration's System for Awards Management website (SAM.gov). OZM USA, Inc., located in Arlington, Texas, is identified as the sole distributor of OZM Research S.R.O. advanced explosives and propellants testing equipment.
The VeloreX PDV system is required by the FBI's Terrorist Explosives Device Analytical Center (TEDAC) to support joint research with the Department of Homeland Security's Science and Technology Directorate on characterizing and evaluating improvised explosive materials, with specific applications in measuring detonation properties and fragment velocities. The deadline for interested parties to submit capability statements and proposals to Contracting Officer Bryan Lane is 9:00 AM EST on March 11, 2026, with responses to be submitted by email only to bvlane@fbi.gov. All responsible sources may submit documentation, and responses must provide clear and convincing evidence that competition would be advantageous to the government. Key technical requirements include a continuous laser source with adjustable power output, four measurement channels, 1550 nm fiber optics, compatibility with the previously procured Optimex 8 instrument, and IntMeter evaluation software compatible with the FBI's Tektronix DPO7 oscilloscope. Vendors must be registered in SAM.gov to be eligible to receive government contracts, and capability statements should demonstrate the firm's experience, equipment, background, and ability to deliver the required instrument without compromising quality, reliability, safety, accuracy, and schedule.
