About this file

This is a Sole-Source Justification for Other Than Full and Open Competition prepared by the Federal Bureau of Investigation's Finance Division, Procurement Section, for the acquisition of a VeloreX Photonic Doppler Velocimeter (PDV) system. The FBI intends to award a sole-source, one-time, firm-fixed-price contract to OZM USA, Inc. (CAGE Code 14PH7), a small business located in Arlington, Texas, to acquire one VeloreX PDV system. The justification is submitted under Requisition Number SHOP-PR-26-000392, dated February 24, 2026, and falls below the Simplified Acquisition Threshold. Statutory authority for this non-competitive procurement is based on 41 U.S.C. 3304(a)(1) and FAR Part 6.302-1, which permits sole-source awards when only one responsible source can satisfy agency requirements.

The VeloreX PDV system is required by the FBI's Laboratory Division, specifically the Terrorist Explosives Device Analytical Center (TEDAC) Improvised Explosives Synthesis and Detection (TIEDS) Unit, to support joint research with the Department of Homeland Security's Science and Technology Directorate on characterizing and evaluating improvised explosive materials. The system must measure detonation properties, fragment velocities, and flyer plate velocities for explosive performance characterization. Key technical requirements include a continuous laser source with adjustable power output, four measurement channels, 1550 nm fiber optics, compatibility with the previously procured Optimex 8 instrument, IntMeter evaluation software compatible with the FBI's Tektronix DPO7 oscilloscope, required operational tools, and a passive optical trigger capable of performing a minimum of 100 measurements. OZM USA, Inc. is identified as the sole distributor of OZM Research S.R.O. advanced explosives and propellants testing equipment. Market research was conducted through phone solicitations with industry subject matter experts, internet searches, discussions with laboratory senior scientists, and consultation with government subject matter experts from other agencies. A synopsis will be posted on SAM.gov to allow other vendors an opportunity to demonstrate their capabilities to meet the FBI's specific needs.

Date: 02/24/2026

Estimated Contract Dollar Value: $

1. Identification of the agency and contracting activity.

The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Procurement Section (PS), National Acquisition Programs Unit (NAPU) has prepared this justification for other than full and open competition for one (1) VeloreX Photonic Doppler Velocimeter (PDV) system on behalf of the FBI’s Laboratory Division (LD), Terrorist Explosives Device Analytical Center (TEDAC) Section, TEDAC Improvised Explosives Synthesis and Detection (TIEDS) Unit.

2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.

The FBI intends to award a sole-source, one-time, firm-fixed-price (FFP) contract to OZM USA, Inc., (CAGE Code 14PH7), 7650 US 287 Frontage Road, Suite 100, Arlington, Texas, 76001 to acquire one (1) VeloreX PDV system.

OZM USA, Inc. is a small business.

3. A description of the supplies or services required to meet the agency’s needs.

The LD’s mission is to apply scientific capabilities and technical services to the collection, processing, and exploitation of evidence for the FBI and other duly constituted law enforcement and intelligence agencies in support of investigative and intelligence priorities.

The TIEDS Unit is executing a joint improvised explosives research effort with the U.S. Department of Homeland Security, Science and Technology Directorate (S&T). TIEDS’ overall goal of the research is to thoroughly characterize and evaluate improvised explosive materials. The TIEDS mission is the rapid and authoritative characterization of improvised explosives to understand how to detect and mitigate them.

As part of that mission, it is a requirement that TIEDS be able to characterize the performance of

Requisition Number: SHOP-PR-26-000392 Version 1.0 Page 2 of 4 explosives to report the findings to our multiple agency partners to make real-time data-based decisions on how to respond to these threats.

TIEDS requires a PDV system that can accurately measure fundamental detonation properties of explosives in order to conduct complete characterization of their performance. The PDV system will be used in the determination of fragment velocity which is critical in calculating the Gurney energy of an explosive. In addition, this PDV system will be utilized for the determination of flyer plate velocities which in turn can be utilized in the performance characterization of detonators.

TIEDS requires a full functioning PDV system which can interface with an oscilloscope to provide velocity measurements of flying objects in an explosive test environment.

The VeloreX PDV Photonic Doppler Velocimeter (PDV) is an instrument for the measurement of velocity-time profiles of high-speed moving objects. It can be used for determination of various detonation properties of explosives where high precision in velocity or displacement measurement with extreme time resolution are crucial. The VeloreX PDV is capable of tracking target velocities in the order of kilometers per second with nanosecond time resolution. The VeloreX PDV can be used for the determination of various detonation properties of energetic materials as well as for any other tasks where high precision in velocity or displacement measurements are crucial.
