About this opportunity

The Special Notice announces USAID's intent to negotiate a non-competitive modification to extend the period of performance and increase the total estimated cost of the USAID PARTNER Activity contract with Deloitte Consulting LLP. The PARTNER Activity contract was originally awarded on August 28, 2019, under IDIQ contract 7200AA18D00009 and is currently set to expire on September 27, 2024.

The purpose of this modification is to extend the contract period of performance by 12 months to September 26, 2025, and increase the Total Estimated Cost to allow for the continued provision of services. The PARTNER Activity aims to support important reforms in Sri Lanka, including improving VAT collection, developing procedures and indicators for revenue authorities, reviewing and strengthening audit and accountability, improving procurement transparency, supporting communications, and operationalizing the new PFM Act. Interested parties may respond within 15 calendar days, and any responses must demonstrate how competition would be more advantageous to USAID and not impair the agency's objectives.

Notice text

USAID intends to negotiate a non-competitive modification to contract number 72038319F00001 increasing the Total Estimated Cost and Period of Performance for the USAID PARTNER Activity. This Task Order (TO) was awarded to Deloitte Consulting LLP on August 28, 2019, under the Indefinite Delivery Indefinite Quantity (IDIQ) award 7200AA18D00009 with an end date of September 27, 2024.

The proposed modification will extend the contract period of performance by 12 months from September 27, 2024, to September 26, 2025, and increase the Total Estimated Cost (TEC) of the contract to allow the continued provision of services during this period.  This notice is being published as the envisioned modification will increase the TEC and extend the TO period of performance beyond the basic IDIQ contract’s stated period of performance and ordering period.
