Notice of Intent for Other than Full and Open Competition
Notice ID: 7200AA18D00009/72038319F00001 Partnership for Accelerating Reforms in Trade, National Expenditure and Revenue (PARTNER) Activity - Notice of Intent
Notice Type: Special Notice
Agency: US Agency for International Development (USAID)
Office: Contracting Office
Location: USAID/Sri Lanka and Maldives
USAID intends to negotiate a non-competitive modification to contract number 720138319F00001 increasing the Total Estimated Cost and Period of Performance for the Partnership for Accelerating Reforms in Trade, National Expenditure and Revenue (PARTNER) Activity. This Task Order (TO) was awarded to Deloitte Consulting LLP on August 28, 2019, under the Indefinite Delivery Indefinite Quantity (IDIQ) award 7200AA18D00009 with an end date of September 27, 2024.
The proposed modification will extend the contract period of performance by 11 months from September 27, 2024, to September 26, 2025, and increase the Total Estimated Cost (TEC) of the contract to allow the continued provision of services during this period. This notice is being published as the envisioned modification will increase the TEC and extend the TO period of performance beyond the basic IDIQ contract’s stated period of performance and ordering period.
USAID/Sri Lanka and Maldives intends to negotiate this extension under the authority of AIDAR 706.302- 70(b)(5), which permits “award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays”. This extension will enable the continued provision of highly specialized services to assist Sri Lanka’s recovery from its economic and political crisis and achievement of IMF milestones. This work includes important reforms such as improving VAT collection, developing operating procedures and performance indicators for GSL revenue authorities, reviewing and strengthening audit functions and accountability, improving transparency and standardization of procurement practices, supporting communications and public engagement for the reforms, and operationalizing elements of the new PFM Act.
Interested parties may respond to this notice within fifteen (15) calendar days of its publication date. A determination whether or not to proceed with this modification based upon responses to this notice is solely within the discretion of USAID/Sri Lanka and Maldives. Information or responses received will be considered solely for this purpose and must therefore demonstrate clear and convincing evidence that competition would be more advantageous to USAID and would not impair USAID/Sri Lanka and Maldives objectives.
Please direct any responses to this notice to Mr. Craig Smith, Regional Contracting Officer, at csmith@usaid.gov, with a copy to Mr. Hirantha Heenatigala, A&A Specialist, at hheenatigala@usaid.gov.
Craig Smith Regional Contracting and Agreement Officer Deputy Director, Office of Acquisition and Assistance Regional Development Mission for Asia (RDMA) U.S. Agency for International Development.
