About this opportunity
The 502d Contracting Squadron at Joint Base San Antonio-Randolph, Texas, issued this Special Notice announcing the Air Force's intent to award a sole source firm-fixed-price contract to MCS of Tampa, Inc. for comprehensive maintenance and repair services of the Unify OpenScape Voice IP communications infrastructure. The Department of the Air Force Air Education and Training Command (AETC) seeks to maintain critical voice communication systems supporting the AETC Command Center. The procurement will be executed under FAR Part 12 for commercial products and services, with contracting authority derived from 10 U.S.C. 2302b. This notice provides an opportunity for interested parties to demonstrate their capabilities before the government makes its final award determination.
Interested contractors must submit a narrative describing their capabilities and qualifications via email to the designated contracting officers no later than March 26, 2026, at 2:00 PM Central Time. The contract will run from May 1, 2026, through April 30, 2030, consisting of a base year plus three option years, with service commencement required no later than eight weeks after order receipt. The successful contractor must provide full lifecycle support for Unify OpenScape Voice Console Systems, OpenScape Xpert platforms, associated licenses, and related hardware and software, with defined response timeframes ranging from two hours for catastrophic failures to three business days for minor issues. Key requirements include maintaining 95% operational equipment availability, achieving 95% timely and accurate reporting, and ensuring compliance with federal, state, and joint base security regulations, including Controlled Unclassified Information handling and security clearance requirements. While the government currently intends a sole source award, submission of capabilities statements may prompt a competitive procurement at the government's discretion.
