About this opportunity
The Nuclear Regulatory Commission (NRC) has issued a Special Notice announcing its intent to award a sole source contract to Pegasus Radio Corp. (doing business as Federal Radio) for frequency modulation radio system services. The contract will cover airtime, equipment, and maintenance for the NRC's integrated two-way FM radio multiple-channel communications system that provides real-time communications capability throughout NRC facilities. The system is essential for supporting the NRC's Continuity of Operations (COOP) and Occupant Emergency Plan (OEP), as well as tactical guard force operations. The contract period is structured for one base year beginning September 1, 2025, with four additional one-year option periods. This procurement is classified as a Total Small Business set-aside opportunity.
The sole source justification stems from regulatory requirements imposed by the U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA), which mandates the use of specialized mobile radio (SMR) systems operating on FedSMR-D spectrum. Pegasus Radio Corp., located in Aberdeen, Maryland, holds the exclusive license for FedSMRD spectrum services, programming, and complete equipment maintenance service from the Department of Commerce. Federal agencies and contractors in the Washington, D.C. metropolitan area are required to use Pegasus Radio Corp. for these specific communication requirements. The procurement authority is based on 41 U.S.C. 3304(a)(6) as implemented under FAR 6.302-6, which allows for sole source contracting when only one responsible source is available. Interested parties have until August 19, 2025, to respond to this notice, though the sole source nature limits competitive participation.
