About this opportunity

The Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), Office of Acquisitions, on behalf of Homeland Security Investigations (HSI), has issued a Notice of Intent to award a sole source purchase order to Magnet Forensics for digital forensic software and associated training. The acquisition will be conducted through the GSA Federal Supply Schedule using Federal Acquisition Regulation (FAR) Subpart 13.5 simplified acquisition procedures. Magnet Forensics is located at 931 Monroe Drive NE Suite A102-340 Atlanta, Georgia 30308. The government intends to award this purchase order on or before March 16, 2026. This Special Notice was posted on February 4, 2026, with an additional amendment posted on February 12, 2026. The requirement is designated as Law Enforcement Sensitive, restricting public disclosure of detailed justifications.

HSI has determined that Magnet AXIOM forensic software is the only product that meets its specific operational and technical requirements for digital forensics capabilities, making this a brand name only acquisition under FAR 8.405-6(a)(1)(C). The sole source justification is based on the absence of resellers, distributors, or alternative supplies and services that can satisfy HSI's requirements. The Notice of Intent serves as both a Justification and Approval for Other Than Full and Open Competition, allowing the government to proceed without competitive bidding. Interested parties with questions or concerns should contact Contracting Officer Charles Maves at Charles.s.maves@ice.dhs.gov. Due to the Law Enforcement Sensitive designation, only redacted versions of the Sole Source Justification and related acquisition documents will be publicly posted following award. The firm-fixed price purchase order will be issued through simplified acquisition procedures.
