About this opportunity

The Department of the Army's Mission and Installation Contracting Command has issued a Special Notice regarding a sole source contract for XVIII Airborne Corps Historian Services. The notice pertains to a contract opportunity at Fort Liberty, North Carolina, for a command historian position that was previously held under a terminated contract. The government has determined that directly awarding the contract to the previous command historian would be most efficient and economical, given the short remaining duration of the original contract period. This approach ensures continuity of historical documentation and archival management for the XVIII Airborne Corps. The opportunity is classified as a total small business set-aside and was posted on May 28, 2025, with a response deadline of June 2, 2025.

The primary objective of this Special Notice is to secure a full-time equivalent historian to manage historical documentation, preservation, and archival processes for the XVIII Airborne Corps. Contractors must possess a graduate degree in history, demonstrate knowledge of archival techniques, and be proficient in Microsoft Office and SharePoint. The selected contractor will be required to obtain a SECRET security clearance and complete "The Army Field Unit Historian" training within 180 days of contract award. Key responsibilities include collecting and preserving historical materials for over 30 current and predecessor units, processing documents in various formats, conducting research, and producing historical reports and monthly status updates. The contract is structured as a non-personal services arrangement, with performance located at Fort Liberty, and is categorized under the NAICS code 541611 for Administrative Management and General Management Consulting Services, with a PSC code of R605 for Administrative Support Library services.

Notice text

XVIII requires command historian services that were previously performed under a contract that was terminated due to prime contractor non-performance. It is the best interest of the government to award directly to the command historian that was employed under the previous contractor for continuity for the remaining current period of duration remaining on the previous contract that XVII ABC required the period of performance for the services. Therefore, competition for the follow on is not efficient or economical to compete, train a new historian, because the time period would be almost expired by that time of the original plan.
