About this opportunity
The U.S. Army Engineer Research and Development Center (ERDC) has issued a Notice of Intent to Sole Source for the procurement of X-Ray Fluorescence (XRF) instruments. The Army Corps of Engineers Reachback Operations Center (UROC) intends to award a sole source contract to SciAps, Inc. for 11 handheld, battery-operated XRF instruments. These instruments are specifically the SciAps X-555 model, capable of detecting standard light elements like sulfur, phosphorus, and chlorine that are associated with environmental contaminants. The procurement is set aside for total small business participation and falls under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing. The government has determined that SciAps is the only company that can meet ERDC's specific requirements for this equipment.
The primary objective of this procurement is to support current national defense priorities by enabling rapid site assessments with a limited forward footprint in operational environments. These instruments will increase field productivity by reducing costs associated with sample handling, transport, and laboratory analysis for teams conducting environmental assessments in support of combatant commands. The tools are needed to support ongoing deployments aimed at shaping the operational environment, deterring aggression, and establishing conditions necessary for strategic and theater plans. Interested vendors may submit capability statements, proposals, or quotations to the contracting officer by 12:00 PM CST on September 19, 2025. The procurement includes additional accessories such as integrated soil application features, lead paint calibration capabilities, soil foot support stands, and benchtop test stands. This notice is issued under Federal Acquisition Regulation 13.106-1(b)(1)(i) for the sole source acquisition.
