About this opportunity
The United States Marine Corps Program Manager Ground Based Air Defense (PM GBAD) has published a Notice of Intent to Sole Source for the procurement of Wide-Area Infrared System for Persistent Surveillance (WISP) Sky Fence passive sensor components and services. This special notice announces the government's intention to award a contract exclusively to Anduril Industries of Costa Mesa, California, without competitive bidding. The procurement encompasses spares, training, sustainment, and associated engineering services for integration and test activities supporting the PM GBAD Home Alone requirement. The Marine Corps justifies this sole-source approach under federal acquisition regulations citing that only one responsible source exists and no other supplies or services will satisfy agency requirements. This notice is published for informational purposes only and does not constitute a formal solicitation.
The primary objective of this sole-source procurement is to obtain critical components and services for the Sky Fence system, which the Marine Corps identifies as the only available non-developmental solution meeting their specific performance, design, and production requirements. The notice establishes a response deadline of September 24, 2025, for interested parties to identify their capabilities, though this is not a competitive solicitation. Anduril Industries is positioned as the exclusive qualified contractor due to their role as the original designer, developer, and producer of the Sky Fence system, with proprietary software, sensor fusion algorithms, and autonomous response capabilities unavailable from other vendors. The anticipated contract structure will be a hybrid Cost Reimbursement/Firm-Fixed-Price arrangement with a five-year performance period. While formal competition is not occurring, the government indicates it will not reimburse costs for responses to this informational notice, but welcomes capability statements from interested parties.
