About this opportunity
The General Services Administration (GSA) Federal Acquisition Service has published a Notice of Intent to Award Sole Source for Wiring Intermittent Fault Testers (WIFTs) on behalf of the United States Naval Air Systems Command (NAVAIR) Common Aviation Support Equipment Program Office (PMA-260). The agency intends to award a sole source firm-fixed price contract to Astronics Test Systems Inc. of Orlando, Florida for the procurement of WIFTs specifically designed for the V-22 platform. This procurement falls under the authority of FAR 13.106-1 and FAR 13.501(a), with the government determining that only one source can reasonably satisfy agency requirements. The contract opportunity is categorized under NAICS code 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The notice was posted on August 22, 2025, and is not designated as a set-aside contract.
The primary purpose of this notice is to inform the contracting community of the government's intent to proceed with a sole source award while providing an opportunity for other potential suppliers to demonstrate their capability to meet the technical requirements. Interested parties who believe they can fulfill the WIFT requirements have until September 8, 2025, to submit written responses with clear and convincing evidence of their capability to provide the specified supplies. The government emphasizes that this is not a request for competitive quotes or proposals, and any determination not to compete the contract remains solely within the Contracting Officer's discretion. Contractors must demonstrate their ability to meet specific technical specifications for WIFT equipment, including requirements for controlled and uncontrolled impedance accuracy measurements. The government will not be responsible for any costs incurred by parties responding to this notice, and all information received will be used solely to determine whether to conduct a competitive procurement process.
