About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego has issued a Notice of Intent to award a sole source contract to the WASC Senior College & University Commission for accreditation services at the Naval Postgraduate School (NPS). This special notice, posted on April 9, 2026, represents a firm fixed price contract under FAR 13.106, which permits sole source procurement when only one responsible source can satisfy agency requirements. The contractor will be located at 985 Atlantic Ave, Suite 100, Alameda, CA 94501. The anticipated award date is on or before May 7, 2026, and the applicable NAICS code is 611310 (Colleges, Universities, and Professional Schools). This is not a competitive solicitation but rather notification of the government's intent to proceed with a specific contractor for an essential institutional service.

The primary objective is to maintain NPS's required accreditation through a site visit and annual accreditation fees, as mandated by 10 USC Section 7048, which requires degree-granting institutions to sustain accreditation status. Interested sources must submit capability statements by the April 14, 2026 deadline, not to exceed 6 pages (8.5 x 11 inches) in 10-point font or larger, demonstrating their capacity to provide accreditation services and relevant licenses as authorized distributors. The contract scope includes conducting a comprehensive campus evaluation visit, reviewing substantive program changes, and providing consultation on accreditation matters during the July 1, 2026 through June 30, 2027 performance period. Contractor personnel must meet stringent security requirements, including CAC eligibility and background investigations (NACLC or T3 equivalent minimum), and comply with Privacy Act regulations. Travel expenses and per diem will be reimbursed on an as-incurred basis in accordance with Joint Travel Regulations, with identified team members traveling from California and out-of-state locations for 3-4 day visits to NPS Monterey.
