About this opportunity

The Department of the Army Vermont Army National Guard has issued a Special Notice for a sole source contract to destroy sensitive IT equipment, specifically hard drives from the 158th Communications Squadron. The notice concerns the sanitization of information technology assets in compliance with NSA/CSS Policy Manual 9-12, which mandates specific destruction methods to prevent unauthorized access to Controlled Unclassified Information (CUI) or classified information. The contract will be awarded to Gannon & Scott, a destruction vendor located in Cranston, Rhode Island, after market research confirmed they are the closest authorized destruction site to South Burlington, Vermont. The total estimated contract value is $10,000.00 for a firm fixed-price procurement. The destruction process must involve methods such as chopping, disintegration, incineration, or shredding to ensure complete data elimination.

Contractors interested in challenging the sole source determination must submit clear and convincing evidence demonstrating that a competitive procurement would be advantageous, cost-effective, and not disruptive to mission objectives. All questions or comments must be emailed to MSgt Kristen Lucey at Kristen.lucey.2@us.af.mil with a specific subject line before the due date of April 10, 2025. The performance work statement requires the contractor to destroy IT components at a minimum temperature of 670 degrees Celsius for one hour, with destruction occurring at the vendor's location after picking up materials from the 158th Fighter Wing installation. The period of performance is 1-2 days, with pick-up services available between 0630-1430, excluding US holidays. Upon completion, the contractor must provide a Certificate of Destruction and comply with specific security protocols, including Antiterrorism Awareness Level I Training and Operations Security (OPSEC) training.
