About this opportunity
The Department of the Navy Military Sealift Command has published a Special Notice regarding its intent to negotiate and award a sole-source bridge contract for the operation and maintenance (O&M) services in support of the USNS GUAM. The agency plans to award the contract to the incumbent contractor, Seaward Services, Inc. (CAGE Code 43964), under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, due to Seaward's exclusive licensing, training, knowledge, experience, and technical data required to meet the government's requirements.
The purpose of this Special Notice is to inform interested parties of the government's intent to award a sole-source bridge contract with a base period of six months, three two-month options, and a FAR 52.217-8 provision, for a total potential period of 18 months. This is to ensure the continuity of essential services while the competitive follow-on contract is being finalized. Interested parties may submit capability statements, proposals, or quotations, which the government will consider in determining whether to conduct a competitive procurement. The deadline for submissions is May 17, 2024, and the anticipated award date for the bridge contract is June 2024.
Notice text
This is a Notice of Intent, published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1), requiring the dissemination of information regarding proposed contract actions. Military Sealift Command (MSC), Norfolk, VA, intends to negotiate and award a bridge contract for the procurement of operation and maintenance (O&M) services in support of USNS GUAM with Seaward Services, Inc. (CAGE Code 43964).
For this proposed contract action, the Government intends to negotiate and award, to only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
