About this opportunity
The United States Marine Corps Regional Contracting Office has published a Notice of Intent to Sole Source a firm-fixed-price purchase order to Skydive Elsinore for Military Freefall (MFF) Progression and Sustainment Training Services. This special notice, posted on April 24, 2026, outlines the government's intention to award a contract without competitive bidding to the identified vendor. The notice indicates that Skydive Elsinore is the only vendor capable of meeting the comprehensive and specialized requirements for the 3d Reconnaissance Battalion's training needs. While this is a notice of intent rather than a formal solicitation, the government has invited any responsible source to submit a capability statement demonstrating their ability to meet the stated requirements. The contract will support military personnel in attaining Category III MFF capability for an upcoming deployment.
The primary objective is to provide contracted air support, ZAR-approved drop zones, parachute rigger services, and climate-controlled facilities at both Lake Elsinore and Porterville, California, during the period of May 18 to June 7, 2026. Interested contractors must submit capability statements demonstrating their ability to simultaneously provide CARB-approved aircraft, ZAR-approved drop zones, and facility infrastructure at both locations by 8:00 AM Japan Standard Time on April 29, 2026, via email to Jordan Wilson at jordan.j.wilson2.@usmc.mil. The strict geographical and operational requirements—including the need for integrated facilities, airlift capabilities, and military aircraft support coordination—form the basis for the sole-source determination. Any responsible source is eligible to submit documentation that clearly demonstrates capability across all required service components. The government retains sole discretion to determine whether to compete this contract based on responses received, and failure to meet the integrated requirements at both specified locations will likely render a submission non-responsive.
Notice text
The United States Marine Corps (USMC), Regional Contracting Office (RCO), intends to award a firm-fixed-price purchase order to Skydive Elsinore (UEI:H3SAH8PM5QS3) for Military Freefall (MFF) Progression and Sustainment Training Services.
Requirement Overview:
The 3d Reconnaissance Battalion requires contracted air support, ZAR-approved drop zones, parachute rigger support, and specific climate-controlled facilities to supplement military aircraft and attain the volume of jumps needed for MFF sustainment. Due to the highly integrated nature of this training and the strict geographical requirements, Skydive Elsinore is the only identified vendor that operates the required comprehensive facilities and airlift capabilities concurrently in both Lake Elsinore, CA, and Porterville, CA, during the required period of performance (18 May 2026 to 7 June 2026). See attached “Gen J&A Recon”
This notice of intent is not a request for competitive proposals or a formal solicitation.
However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must demonstrate the vendor's clear ability to provide all required aircraft (CARB-approved), drop zones (ZAR-approved), and facility infrastructure in both Lake Elsinore and Porterville simultaneously.
Responses must be received no later than 8:00 AM Japan Standard Time on 29 April 2026. Responses should be emailed directly to Jordan Wilson at jordan.j.wilson2.@usmc.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
