About this opportunity

The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP) has issued a Special Notice to announce its intent to award a sole source contract to ADAIR RANGES INC for the provision of a firing range facility to support the training and qualification needs of CBP personnel in the Yuma Sector. The Special Notice indicates that of the limited offerings within a 150-mile radius, only ADAIR RANGES INC can meet the unique requirements of the Yuma Sector, including weekday and night usage, diverse range lengths, weapons capabilities, and capacity to support over 4,300 firing sessions per year.

The purpose of this Special Notice is to inform interested parties of the government's intent to negotiate a sole source contract with ADAIR RANGES INC and to provide an opportunity for any vendors who believe they can meet the requirements to submit their capability information by August 30, 2024. The government will consider any responses received, but this is not a request for competitive quotations. The firing range services contract will be for a one-year base period with four one-year option periods, and the contractor will be responsible for range maintenance tasks such as soil rehabilitation, lead removal, and erosion control.

Notice of Intent to award a sole source requirement to ADAIR RANGES INC (345 W. 32nd Street Yuma, AZ 85364-8107) for firing range facility usage.  The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), Yuma Sector (YUM) has a requirement to secure a firing range facility for the ongoing training and qualification needs of mission personnel.  Of the limited offerings within a 150-mile radius, only ADAIR RANGES INC offers the combination of weekday and night usage, diversity of range lengths, types of weapons supported, and the capacity to support 4,300 personnel firing sessions per year.  Given the unique requirements of the range to be provided, and the lack of other existing facilities that can meet the necessary capabilities required, this action is limited to a single available contractor.

This proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i).  This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement by Friday, August 30, 2024 at 10:00 am Arizona Time. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Any vendors who believe they can provide the proof of ability to meet the requirements should email their company's capabilities information to the attention of Contract Specialist Benjamin Dorgan by Friday, August 30, 2024 at 10:00 am Arizona Time. Email submissions must be sent to the following address: benjamin.j.dorgan@cbp.dhs.gov.  No phone calls or fax submittals. Information submitted should fully support the company's capability to meet the firing range requirements of the USBP Yuma Sector.
