About this file

This document is a Statement of Work (SOW) for the U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP) Yuma Sector firing range services requirement. The SOW describes the need for a firing range facility that can support the quarterly qualification training of approximately 1,060 Border Patrol Agents and Border Patrol Processing Coordinators. Key requirements include: a range that can accommodate at least 18 shooters per course of fire, capability to support pistol, rifle, and shotgun firing as well as longer range vehicle and sniper training, availability from 6am to 10pm Monday through Friday, and the provision of shade canopies, restrooms, and secure storage for equipment. The contractor will be responsible for range maintenance tasks such as soil rehabilitation, lead removal, and erosion control. The period of performance is a one-year base period with four one-year option periods.

The related federal contract opportunity is a Notice of Intent to award a sole source contract to ADAIR RANGES INC for the required firing range services. The government intends to negotiate only with this contractor due to its unique ability to meet the Yuma Sector's specific range requirements within a 150-mile radius. Interested parties may submit capability information by August 30, 2024 for the government's consideration, but this is not a request for competitive quotations.

1. BACKGROUND:

The CBP, USBP is the primary federal law enforcement organization responsible for preventing the entry of terrorists and their weapons from entering the United States between official CBP ports of entry. h. The Contractor’s range must have the ability to restrict access to the range area during times when agents are not conducting training and qualifications and the range is unoccupied.

i. The Contractor shall provide infrastructure that will allow Yuma Sector to access internet services. Purchase of range facility equipment and subscription services to access the internet will be the responsibility of Yuma Sector.
