About this opportunity
The National Science Foundation announced its intent to award a purchase order on a sole source basis to Clarivate for a Custom Data Extract from Web of Science in XML format with updates, with comments due by June 30, 2026. The procurement is restricted to a single vendor under FAR 6.302-1(a)(2)(ii)(A) based on market research and technical validation confirming that this proprietary commercial software license is essential to NSF's operational requirements and that similar commercial products or alternative platforms cannot be modified to meet agency parameters without substantial cost duplication that competition would not offset. The Web of Science dataset includes metadata from over 12,500 journals spanning over 250 science, social science, and humanities disciplines, along with conference proceedings and book metadata. The data reach back to 1900 and contain over 63 million article records and 1 billion cited references. This notice is informational only and not a request for competitive proposals; Clarivate is identified as the only responsible commercial source capable of satisfying the requirement.
