About this opportunity
The Western Area Power Administration issued a notice of intent to award a sole-source contract on July 13, 2026, with a response deadline of July 17, 2026, for ABB Style 230N0800AA (230kV, 8000 Amp) and ABB Style 025W0412AT (25kV, 400/1200 Amp) transformer bushings to Power Asset Recovery Corporation (PARC), Canton, Ohio. This is not a competitive solicitation.
WAPA's Desert Southwest Region justifies sole-source competition based on critical infrastructure risk. Glen Canyon Substation transmits approximately 80 percent of the Colorado River Storage Project's average annual 5.3 billion kWh power generation. Three out-of-specification bushings forced the transformer offline, leaving remaining high-side transformers operating at capacity without redundancy and creating extreme financial risk. A replacement 345 kV, 600 MVA transformer carries a 60-month lead time and costs exceeding $25 million. Market research confirms standard lead times for newly manufactured bushings of this specification exceed 12 to 18 months. PARC is capable of providing these components within the required emergency timeframe. The contract will be awarded as a firm fixed-price purchase order. This notice is not a request for quotations, and the government reserves discretion not to award based on responses received. Direct questions to Georgette Reyes-Wiltz, Contract Specialist, at reyeswiltz@wapa.gov.
Notice text
NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to solicit and award a sole source contract set forth in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR)12.102(a), Restricting competition.
The Western Area Power Administration (WAPA) Desert Southwest Region (DSW) intends to solicit and award a sole source order for ABB Style 230N0800AA (230kV, 8000 Amp) and ABB Style 025W0412AT (25kv, 400/1200 amp) O Plus C OIP bushings to Power Asset Recovery Corporation (PARC), 4321 Strausser St., NW Canton, OH 44720. The award is anticipated as firm fixed price order for transformer bushings. Market research indicates that Power Asset Recovery Corporation (PARC) is capable of providing these critical components within the required timeframe to mitigate the immediate risk of a long-term outage at the DSW Glen Canyon Substation. See the attached Justification and Approval for restricting competition to a single source. This notice of intent is NOT a request for quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
