About this opportunity

The Department of Education's Office of Federal Student Aid (FSA) published a Notice of Intent to Sole Source on November 6, 2025, announcing its intention to award a contract to Trade Center Management Associates, LLC for conference space and related services. The sole source award will be made under FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. The contract is valued at approximately $473,000 and pertains to hosting the 2026 Federal Student Aid Training Conference (FSATC) scheduled for March 4-6, 2026. The notice was posted to SAM.gov with a response deadline of January 21, 2026. The agency determined that Trade Center Management Associates, located at the Ronald Reagan Building and International Trade Center in Washington, DC, is the sole qualified source meeting all stated requirements. This is not a competitive solicitation, though any responses received prior to the closing date would be considered to determine if a more qualified source exists.

The purpose of this procurement is to secure conference facilities and comprehensive event management services capable of accommodating approximately 2,000 attendees with at least 10 event spaces for concurrent breakout sessions within two miles of the Department's headquarters. Required services include audiovisual and staging support, facility coordination for early setup and teardown, room configuration and signage placement, on-site event coordination, light refreshments, federal security and attendee screening, and full accessibility compliance under ADA and Section 508 standards. The market research supporting the sole source determination found that the Ronald Reagan Building and International Trade Center is the only government-owned facility within the geographic radius that meets all core requirements, as other evaluated government venues lacked adequate capacity, breakout inventory, security protocols, or turnkey logistical support. No competing responses were received during the Notice of Intent posting period. The contracting officer has certified the justification and will determine that final pricing is fair and reasonable before issuing the purchase order.
