About this opportunity
Air Force Special Operations Command is conducting a sole-source procurement of a High Rise Escape System for Cannon Air Force Base's Air Traffic Control Tower, with a response deadline of July 8, 2026. The requirement will be awarded exclusively to High Rise Escape Systems Inc. under simplified acquisition procedures, as the contractor's system is the only emergency evacuation equipment currently installed at USAF Air Traffic Control Towers operating within the National Airspace System.
The 27 Special Operations Support Squadron's Airfield Operations unit at Cannon AFB requires replacement of the existing Baker Life Chute evacuation system in Building 128 (the control tower). The original manufacturer is insolvent and no longer operational. Market research conducted in April 2026 identified other commercially available emergency escape systems, but the Air Force determined that standardization, infrastructure compatibility, operational continuity, maintenance support, and existing user training justify continued use of High Rise Escape Systems equipment. Procurement of an alternate system would introduce additional costs, training requirements, maintenance complexity, and operational risks contrary to government interest.
The estimated contract value is $188,641.00, placing it at or below the Simplified Acquisition Threshold. The Contracting Officer is the 27th Special Operations Contracting Squadron. Questions should be directed to Maj Michael Primmer at michael.primmer@us.af.mil or DSN 312-579-4425.
