About this file

This is a Determination and Findings (D&F) document authorizing a single-source acquisition by the Department of the Air Force's 27th Special Operations Contracting Squadron. The document justifies procurement from High Rise Escape Systems for an ATC Tower emergency escape system under Purchase Request Number F1L1H86061AA01, with a total estimated value of $188,641.00, which falls at or below the Simplified Acquisition Threshold (SAT). The acquisition will be conducted using Revolutionary FAR Overhaul (RFO) Part 12 simplified procedures and is authorized under RFO 12.102(a), which permits single-source solicitation when circumstances deem only one source reasonably available.

Market research conducted from April 8-15, 2026 identified other commercially available emergency escape systems; however, the requiring activity determined that High Rise Escape Systems are the only systems currently installed and utilized at USAF ATC Towers operating within the National Airspace System. The Contracting Officer determined that continued use of the existing High Rise Escape Systems equipment is necessary to maintain standardization, compatibility with existing infrastructure, operational continuity, maintenance support, and user training. Procuring an alternate system would introduce additional costs, training requirements, maintenance considerations, and operational risks not in the Government's best interest. The D&F was signed by Contracting Officer Jeffery Reagan, SrA, USAF on October 10, 2026.

Determination and Findings for a Single-Source Acquisition (RFO Part 12)

MEMORANDUM FOR THE RECORD

SUBJECT: Determination and Findings

Single-Source Acquisition for 27 SOSS

1. Identification of Agency and Contracting Activity:

Agency: Department of the Air Force

Contracting Activity: 27th Special Operations Contracting Squadron - Commodities and Services Flight

Purchase Request Number: F1L1H86061AA01

2. Nature and Description of the Action Being Approved:

This Determination and Findings (D&F) authorize the solicitation from a single source, High Rise Escape Systems for the acquisition of an ATC Tower emergency escape system. The total estimated value of this acquisition is $188,641.00, which is at or below the Simplified Acquisition Threshold (SAT). This action will be conducted using the procedures set forth in the Revolutionary FAR Overhaul (RFO) Part 12, Simplified Procedures.

3. Citation of Applicable Statutory and/or Regulatory Authority:

The authority for this action is RFO 12.102(a), which permits soliciting from a single source or brand name if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

4. Findings:

The requiring activity provided a Memorandum for Record (MFR), dated 27 May 2026 and signed by Major Primmer, Air Operations Branch Chief, documenting that High Rise Escape Systems are the only emergency escape systems currently installed and utilized at United States Air Force Air Traffic Control (ATC) Towers operating within the National Airspace System. The MFR further states that no alternate escape systems are installed at USAF ATC facilities.

Market research was conducted on 08-Apr-2026 through 15-Apr-2026

Market research identified other commercially available emergency escape systems; however, those systems are not installed or utilized at USAF ATC Towers. The requiring activity determined that continued use of the existing High Rise Escape Systems equipment is necessary to maintain standardization, compatibility with existing infrastructure, operational continuity, maintenance support, and user training. Procuring an alternate system would introduce additional costs, training requirements, maintenance considerations, and operational risks not in the Government’s best interest.

5. Determination:

Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a single-source acquisition under the authority of RFO 12.102(a) is justified and in the best interest of the Government.

6. Expiration Date:

This is a D&F for an individual contract action; therefore, an expiration date is not applicable.

JEFFERY REAGAN, SrA, USAF Contracting Officer
