About this opportunity
The Department of the Air Force's Space Systems Command (SSC) Military Communications & Positioning, Navigation and Timing (CGK) Division has issued a Special Notice of intent to sole source a contract modification to the Boeing Company. The notice pertains to the Mobile User Objective System (MUOS) Service Life Extension Phase I project, located at 900 N. Pacific Coast Highway in El Segundo, California. The contract modification is being pursued under Federal Acquisition Regulation (FAR) 6.302-1, which allows for non-competitive procurement under specific circumstances. The government has determined that competitive bidding would result in substantial cost duplication and unacceptable delays in meeting agency requirements. The special notice was posted on March 31, 2025, with a response deadline of April 14, 2025.
The primary objective of this special notice is to extend Boeing's current contract performance by six months, from August 2, 2025, through February 1, 2026, with potential additional one-month options extending to August 1, 2026. While the notice indicates a sole source intention, the government will still consider responses from interested parties explaining why they should be considered for the requirement. Contractors wishing to submit a response must provide a detailed rationale and send it to the designated points of contact: Sandy Roche (Contracting Officer) and Patrick Heppard (Contracting Specialist), both from the Space Force. The specified NAICS category for this opportunity is Engineering Services (541330), and the PSC category is Space R&D Services. Importantly, the SSC/CGK will not reimburse any costs associated with submitting capability information, and the government retains sole discretion in determining whether to compete the procurement based on received responses.
Notice text
The Space Systems Command (SSC) Military Communications & Positioning, Navigation and Timing (CGK) Division, Los Angeles Air Force Base, California, in accordance with FAR 6.302-1, intends to issue a sole source contract modification to the Boeing Company for the continued performance of risk reduction and early design for the Mobile User Objective System (MUOS) Service Life Extension Phase I. The additional performance will allow for a six month extension with performance starting 2 August 2025 through 1 February 2026 with six additional one-month options to 1 August 2026 to ensure continued performance in case of any additional unplanned delays. The Government has determined that competing this requirement would result in substantial duplication of cost that would not be recoverable through competition and unacceptable delays in fulfilling the agency’s requirements.
The continued performance is needed at 900 N. Pacific Coast Highway, El Segundo, CA 90245.
This notice serves as the notification of intent to award a sole-source contract action in accordance with FAR 5.203(a) and is not a request for competitive proposals. However, the Government will consider all responses received by 1300 PDT, 14 April 2025.
Submission Instructions
Interested parties must provide a detailed rationale explaining why they should be considered for this requirement. Responses must be sent to the contacts listed below.
