About this opportunity
The Commodity Futures Trading Commission (CFTC) intends to award a sole-source contract to S&P Global Platts for the procurement of various commodity and financial data feeds essential to the agency's regulatory operations. The agency plans to justify this non-competitive procurement under FAR 6.302-1, citing that only one responsible source exists and no other supplies or services will satisfy the agency's requirements. The data feeds include specialized subscriptions such as European Gas Daily Package, Market Data-Petroleum, Megawatt Daily Package, Metals Daily, and various other proprietary energy and commodity market information products. CFTC states that without access to this proprietary data, the agency's regulatory operations would be significantly impeded and there would be increased risk to achieving its mission. Written responses from responsible sources must be received by 5:00 PM ET on July 1, 2025, and must include sufficient information to establish capability to fulfill the requirement.
This procurement does not utilize any set-aside designation and specifically identifies S&P Global Platts as the intended sole-source contractor due to the proprietary nature of the required data subscriptions. The contract structure includes a one-year base period with four one-year option periods, creating a total potential performance period of five years. While no specific contract value is disclosed in this pre-solicitation notice, the government anticipates contract award on or about July 15, 2025. The notice explicitly states that it is not a request for competitive proposals, and the government reserves sole discretion in determining whether to compete this requirement. Any information received in response to this notice will be considered solely for future market research purposes.
