About this opportunity

The Department of the Air Force Space Command has issued a Special Notice of Intent to Sole Source a contract to SmarTec, Inc. for their Okaya software platform. The notice, posted on April 18, 2025, concerns a cloud-hosted software solution designed to help service members reduce stress and manage high operational tempo roles. The procurement is specifically for the Vandenberg Space Force Base in California, with the software having received approval from the 711 Human Performance Wing and Air Force Research Laboratory. The contract falls under the NAICS category 513210 for Software Publishers, with a business size standard of $47.0 Million. Market research has determined that Okaya is the only platform qualified to safeguard data and provide the required guidance for service members.

The primary objective of this Special Notice is to inform potential contractors about the government's intent to award a sole source contract to SmarTec, Inc. under FAR 13.106-1(b)(1) authority. Interested parties have until April 23, 2025, at 1:00 PM PDT to submit an interest letter challenging the sole source determination. To be considered, firms must demonstrate their ability to provide an equivalent supply and provide a rationale for why they should be evaluated. The proposed contract, valued at approximately $9,000, involves a trial of the Okaya software, which uses proprietary artificial intelligence to analyze user inputs and provide well-being guidance. While this is not a competitive proposal solicitation, the government will consider all proposals received within 7 days of publication. The 30th Contracting Squadron emphasizes that any determination not to compete the contract is solely at the government's discretion, and no reimbursement will be provided for capability information submission.
